JUL 111984 <br />Boor <br />57 UGE 701 <br />letter of <br />the Florida Statute which requires the <br />filing of <br />an affidavit once a year showing a typical month's travel. <br />The position in the past has been not to relate the amount <br />of miles to the car allowance, and because there has been no <br />relationship, Attorney Brandenburg informed the Board that <br />it is the recommendation of the Administrator's office and <br />his office that we do away with difficulty by just consider- <br />ing it other compensation, which he believed would resolve <br />all problems. The net to the employees would be slightly <br />less, of course, because of the deductions. <br />Commissioner Wodtke asked what the problem is with just <br />filing a typical travel voucher. <br />Administrator Wright stated that it is inconsistent; <br />you can take your worst month or best, and it would vary a <br />great deal. Attorney Brandenburg agreed, noting that there <br />would be some employees who would file stating their average <br />is 100 miles and that is only $20.00.- <br />Commissioner <br />20.00: <br />Commissioner Wodtke did not see the difference as we <br />are going to pay the $200 regardless; they will not be paid <br />for actual mileage. He could not justify the County having <br />to pay FICA, retirement, etc., on this allowance. <br />Finance Director Fry explained that what the Attorney <br />General stated was that a typical month's travel statement <br />was at the rate of 20� per mile, but the Commission can set <br />an amount they feel is reasonable and it doesn't have to <br />correspond to that 20� a mile. If the employees just files <br />a travel statement annually, that would be sufficient. <br />Commissioner Bird felt you have to be consistent, and <br />if you pay the same to one who drives 100 miles or 1,000 <br />miles, that would not be consistent. <br />Discussion continued re treating car allowances as <br />additional compensation. Chairman Scurlock asked why not <br />just raise the salary and reduce the car allowance, but the <br />Administrator believed that then you get to where in a few <br />
