Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />land north, south, and west of it as part of the U.S. 1 MXD, <br />Mixed -Use Corridor (up to 6 units/acre). Further west, 300 <br />feet west of the F.E.C. Railroad, is the boundary of the <br />Gifford MXD, Mixed -Use District (up to 14 units/acre). The <br />land east of the subject property, across U.S.1, is generally <br />designated as MD -1, Medium-Density"Residential 1 (up to 8 <br />units/acre). However, the plan also designates a fifty -acre <br />commercial/industrial node on the east side of U.S. I between <br />North Gifford Road and South Gifford Road. <br />Many of the.existing land uses on the subject property are <br />non -conforming uses under the existing C-lA zoning. Fruit <br />packing houses are not allowed in the C-lA district but are <br />allowed in the C-1 district. Rezoning the subject property to <br />C-1 would eliminate many non -conforming uses but would not <br />create any new non -conforming uses. Based on the existing land <br />use pattern, the C-1 district appears to be the most <br />appropriate zoning for the subject property. <br />Transportation System <br />The subject property has direct access to U.S. 1 (classified as <br />an arterial on the County's Thoroughfare Plan), North Gifford <br />Road.and Old Dixie Highway (both classified as secondary <br />collectors), and to South Gifford Road (classified as a primary <br />collector). Rezoning the subject'property from the C-lA zoning <br />district to the C-1 zoning district should have little effect <br />on the amount of traffic on these roads. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />r <br />County water is available for the subject property, but County <br />wastewater facilities are -not available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Richard Shearer, Chief of Long -Range Planning, <br />presented staff's recommendation for approval of the <br />County -initiated request to rezone 16.33 acres from C-lA to <br />C-1. <br />17 <br />J U L 111984 BOOK 57 PACE 598 <br />
