He <br />further noted that the Hutchinson Island study, which has to <br />be done in any event, probably would have cost $60,000 if it <br />was done separately. <br />Director Davis walked the Commissioners through the <br />three phases of work to be done by the consultants. During <br />the preliminary phase, they will look at the road system and <br />take an inventory, including right-of-way widths and actual <br />road widths. In the study phase, all rights-of-way will be <br />drawn on maps along with estimated rights-of-way and the <br />mapping out of the road system. This will give a model of <br />the existing road network to define the deficiencies of the <br />current road system. He noted that the existing <br />deficiencies cannot be corrected with traffic impact fees. <br />The deficiencies should be brought up to a suitable level of <br />service under the capital improvement funding which is <br />separate and apart from revenues received through an impact <br />fee ordinance. <br />Administrator Wright noted that Barton-Aschman was not <br />asked to attend today's meeting. <br />Commissioner Wodtke was concerned whether the engineers <br />would attend the public hearings for the ordinance and <br />wondered if the number of trips included the public <br />hearings. Administrator Wright advised that was one of the <br />things discussed during their recent trip to Tampa and they <br />increased the number of trips to 18, which does not include <br />working trips where they would come over to inventory the <br />system and do the required studies. <br />Director Davis did not anticipate the need for a new <br />sophisticated computer to develop a formula for establishing <br />the impact fees. He felt this could be accomplished on <br />either the present small computer or by hand. <br />Attorney Brandenburg advised that the Engineer will <br />provide the County with a computer analysis of our roadway <br />13 <br />
