.4 units/acre). The western part of the subject property, <br />located west of 66th Avenue, is designated as AG, Agricultural <br />(up to .2 units/acre). The land east of the subject property <br />is designated as LD -1, Low -Density Residential 1 (up to 3 <br />units/acre). The land west of the subject property is <br />generally designated as Agricultural. However, there is a 230 <br />acre commercial/industrial node located southwest of the <br />intersection of 74th Avenue and Oslo Road. Based on the land <br />use designations of the subject property and the zoning of the <br />surrounding property, the most appropriate zoning for the <br />subject property is the A, Agricultural District. <br />Transportation System <br />The subject property has direct access to Oslo Road (classified <br />as an arterial street on the County's Thoroughfare Plan). <br />Rezoning the subject property from C-1 to Agricultural would be <br />consistent with the Comprehensive Plan policy of discouraging <br />strip commercial development along major streets. <br />Environment <br />The subject property is not environmentally sensitive nor is it <br />in a flood -prone area. <br />Utilities <br />The subject property is not served by County water nor <br />wastewater facilities. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the subject <br />property be rezoned from C-1, Commercial District, to A, <br />Agricultural. <br />Richard Shearer, Chief of Long Range Planning, <br />presented staff's recommendation to rezone 125.3 acres <br />located on the south side of Oslo Road and west of King's <br />Highway from Commercial District to Agricultural District. <br />Chairman Scurlock noted that the Planning & Zoning <br />Board voted 2 to 1 for recommendation of the rezoning and <br />that a full Board was not present. <br />Mr. Shearer pointed out two presently established <br />nodes along the Oslo Road corridor: an 80 -acre node at the <br />intersection of U.S. #1 and Oslo Road and a 230 -acre node <br />southwest of the intersection of 74th Avenue and Oslo Road. <br />He noted that the Board also will be considering a request <br />next week to establish a 50 -acre node at 27th Avenue and <br />Oslo Road.
