AUG 2 2 1994 BOOK 58 Fm -JE 56 -7 <br />In analyzing this request, the staff did a survey to determine <br />how much land in the 70 acre node is being utilized for <br />hospital or commercial uses, how much land should be allocated <br />in the core of the node (including the four corners of the <br />Roseland Road and U.S.1 intersection), and how much infill land <br />would be*required to connect the existing uses with the core of <br />the node. Presently, the node includes the following: <br />Humana Hospital - 25.08 acres <br />Existing Commercial Uses - 13.32 acres <br />Core area south of Roseland Road - 10.00 acres <br />Necessary infill land - 8.32 acres <br />Total <br />56.72 acres <br />Based on this analysis, the node has 13.28 acres (70 acres less <br />56.72 acres) of land remaining which could be allocated to the <br />subject property. Since the subject property includes 4.7 <br />acres, all of it can be included in the node. <br />Transportation System <br />The subject property has direct access to Bay Street <br />(classified as a local street on the Thoroughfare Plan). The <br />maximum development of the entire 4.7 acre for medical offices <br />could attract up to 2,925 average annual daily trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive. However, the northwest end of the subject property <br />abuts the Sebastian River. <br />Utilities <br />County water and wastewater facilities are not available for <br />the subject property. <br />RECOMMENDATION <br />Based on the above analysis, particularly the Planning and <br />Zoning Commission's recommendation, staff recommends approval. <br />Planner Shearer reported that Planning & Zoning <br />originally recommended that only the southeast 600' be <br />rezoned because they were concerned about the node filling <br />up rapidly, but then it was brought to their attention that <br />the wastewater treatment for the hospital is at the north <br />end of the property and would be adjacent to what they were <br />planning for residential. The Planning & Zoning Commission, <br />therefore, is recommending that all the property be rezoned, <br />and staff concurs. <br />The Chairman asked if anyone present wished to be <br />heard. <br />20 <br />
