AUG 2 2 1984 BOOK 58 Fr}i�r 62 <br />the node (including 600 acres) and the flexible boundaries of <br />the node (including 300 acres). This map is included as <br />attachment #3 and is the same map that was presented at the <br />node workshops where the I-95 and S.R.60 node was used as an <br />example of how the outer limit boundaries and flexible <br />boundaries would work. The outer limit boundaries include the <br />subject property. However, the subject property is not within <br />the 300 acre flexible boundary. <br />Since the I-95 and S.R. 60 node was enlarged from 230 acres to <br />300 acres, the County has rezoned 40.89 acres west of 98th <br />Avenue to M-1, Restricted Industrial District, and has included <br />an additional 50.58 acres of land zoned LM -1, Light <br />Manufacturing District, and C-1, Commercial District in the <br />node. At this time, there are 120 acres of land west of 98th - <br />Avenue in the node and 100 acres of existing commercial and <br />industrial uses (most located east of 90th Avenue) in the node. <br />The necessary infill property to connect these properties <br />includes an additional 80 acres. Based on the location of the <br />existing commercial and industrial uses, the undeveloped land <br />that has been included in the node, and the necessary infill <br />land, there are not 58 acres of land remaining in this node <br />that can be allocated to the subject property. <br />-Transportation System <br />The subject property does not have direct access to a public <br />road and is one-eighth mile south of S.R.60. Developing the <br />subject property as an industrial park would attract <br />approximately 3,595 average annual daily trips. The applicant <br />would have to provide access to the site prior to development. <br />Environment <br />The subject property is located on the 10 mile ridge and is not <br />designated as environmentally sensitive nor is it in a <br />flood -prone area. <br />TY+ -i 1 i 4-i ca <br />County water and wastewater facilities are not available for <br />the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the existing and <br />committed commercial and industrial land use configuration, the <br />fact that there is insufficient allocation remaining to include <br />the subject property in the node, and the Planning and Zoning <br />Commission's recommendation, staff recommends that the subject <br />property not be included in the I-95 and State Road 60 <br />'commercial/industrial node at this time. <br />Considerable discussion ensued regarding the size of <br />the node, the actual location of the node, and the present <br />activities and intensity of use in the area, which includes <br />M. A. Ford Manufacturing, Rampmaster, and the Hibiscus <br />Airport. <br />Chairman Scurlock felt all the node is on the east of <br />I-95, but Planner Shearer reported that there are some 120 <br />M. <br />
