� � a <br />Commissioner Bird continued to question what effect <br />such a move would have on other agencies, and Administrator <br />Wright felt it would be necessary to move Traffic Violations <br />and Small Claims, and the Public Defender and States <br />Attorney would need some small facility there also. <br />Commissioner Lyons noted that before court was held in <br />the jail for first appearances, they went to the Courthouse, <br />and the Public Defender went there. There is a room planned <br />at the new jail for first appearances, and the Public <br />Defender would have to be there also. <br />Commissioner Bird did not feel it is our thought to <br />locate all our court facilities at the complex because then <br />we would end up with an empty building. It was generally <br />felt that this is what will happen eventually. <br />Chairman Scurlock noted that there is no clear cut <br />answer, and the only answer that made sense to him isnot to <br />do anything to add to the impact on the downtown area. He <br />felt the present Courthouse facility is fully acceptable for <br />the Circuit Court and believed it would probably suffice for <br />them for the next ten years. If we don't build the fourth <br />courtroom, there will be more space for the Public Defender <br />and States Attorney. Moving County Court would reduce <br />traffic considerably, and the activities in County Court <br />have been held previously in satellite facilities around the <br />county. He felt the next step is to analyze the church or <br />possibly another new facility and that it all depends on the <br />dollars and cents factor. <br />Commissioner Bird believed the judiciary had indicated <br />that even if we did relocate County Court they would need <br />another courtroom. <br />Administrator Wright felt that they did say that, but <br />believed this conflicts with the Frizzell study.
