Chairman Scurlock believed we should talk only about <br />the unincorporated area and let the municipalities do what <br />they wish in this regard. He believed the City of Vero <br />Beach is indicating they do not want to take any action. <br />Attorney Wilson felt the City did not have any position <br />except that of suggesting that the horns should be blown <br />until bar closing hours. <br />Discussion continued as to how the ordinance would <br />affect the municipalities, and Attorney Paull clarified that <br />the County can adopt an ordinance that will be effective <br />countywide if the municipality does not have an ordinance <br />that is inconsistent with it. <br />Chairman Scurlock noted that most of the train <br />crossings are within the cities. <br />The Chairman asked if anyone present wished to be <br />heard. <br />Joe Majewski, 2655 Tropical Avenue, informed the Board <br />that he was a member of the Safety and Noise Abatement <br />Committee of Vero Beach before that committee was disbanded. <br />The proposed banning of the train horns was addressed <br />several times, and he felt anyone has to be naive not to <br />realize that when someone has it in their mind to go across <br />the railroad tracks, they will go regardless of whistles, <br />bells, gates, etc. As to whether the municipalities should <br />be included, Mr. Majewski noted that this affects people on <br />a countywide basis, and he believed that practically all the <br />crossings are guarded. <br />Fred Collison, Tropical Avenue, stated that he also was <br />on the Noise Abatement Committee; primarily they were <br />interested in noise from airplanes but they received many <br />complaints about trains.
