Commissioner Wodtke <br />explained that he is not trying to reflect that it has to be <br />commercial, but we do have a Comprehensive Plan, and if we <br />need to change it, we should. <br />Chairman Scurlock continued to express concern about <br />vesting in a site plan and asked if there is any vehicle by <br />which we can protect ourselves so that we eliminate the <br />possibility of the applicant presenting a site plan real <br />quick and getting vested. <br />Attorney Brandenburg stated that he was not aware of <br />any. It would be a matter of facing against the clock to <br />see who gets there first. <br />Commissioner Bird agreed with Commissioner Wodtke <br />regarding the issue of fair play; he noted they have paid <br />taxes on this property for years, and he doubted as valuable <br />as this property is'that they would do a hodge-podge plan <br />just to vest themselves. Therefore, he believed we should <br />consider the Comprehensive Plan and study the node. <br />Attorney Brandenburg noted another possibility would be <br />to adopt a moratorium on site plan approvals and building <br />permits for the time the Board is studying the node. <br />Nancy Offutt, representing the Board of Realtors, <br />stated that she did not want to speak on the merits of this <br />project one way or the other, but she did believe we must <br />protect the integrity of the Comprehensive Plan so that it <br />can be used fairly as a plan by everyone. Mrs. Offutt felt <br />if the Board desired to amend the Comprehensive Plan, it <br />should be done through the legitimate amendment process. <br />Attorney Brandenburg noted that just because something <br />has a commercial or tourist/commercial designation under the <br />Comprehensive Plan does not mean you have to give it a <br />commercial or tourist -related rezoning; when you look at <br />this, you apply all your normal zoning standards. <br />41 <br />It does <br />SEP 26 19084 Boor 8 F'".,F 455 <br />
