McQueen, Lloyd and Assoc., <br />Public Works Direc� to Jim Davis, Public Works Director <br />DESCRIPTION AND CONDITIONS <br />The Public Works Division and Lloyd and Associates concur <br />that the left turn lanes along 16th Street at the east and <br />west approach to 27th Avenue can be constructed by adding <br />pavement to the north thereby not requiring the culverting <br />of the 16th Street sublateral canal. This can be accomplished <br />by an additional cost in the amount of $27,669.78. Also, minor <br />asphalt bike path connections are to be added to the job in <br />the amount of $2,461.32. <br />ALTERNATIVES AND ANALYSIS <br />Since the contractor wants to finalize the contract work <br />approved to date and receive payment for the 10% retainage <br />that the County is holding, the contractor would agree to the <br />extra work only if the County would pay the 10% retainage upon <br />final acceptance of the work now under contract. The Public <br />Works staff has no objection to this condition. <br />The contractor is increasing the unit quantities for the <br />extra work, but these increases are reasonable based on current <br />prices. <br />RECOMMENDATION AND'FUNDING <br />Staff recommends approval of Change Order No. 4. Funding <br />to be from Fund 307 - 16th Street Construction Account. The <br />project cost is currently under budget. <br />Director Davis explained that staff has taken another look <br />at the left turn lane at 16th Street and 27th Avenue which was <br />dropped previously because of the requirement of a major culvert <br />at the canal; now, however, they feel they can design the third <br />lane to the north and not have to culvert the canal. Mr. Davis <br />stressed that this change would improve the efficiency of the <br />intersection, and staff feels the benefits would far exceed the <br />cost. He further noted that it may be possible to delete the <br />52 <br />
