NOY 28 1984 <br />Future Land Use Pattern <br />BOOK 59 F -AU ,2 <br />The Comprehensive Plan designates 19.52 acres of the subject <br />property as MD -2, Medium -Density Residential 2 (up to 10 <br />units/acre), and designates 37.7 acres of the subject property <br />as Environmentally Sensitive (up to 1 unit/acre). Based on the <br />land use designations of the subject property, the <br />Comprehensive Plan would allow up to 232 dwelling units on the <br />subject property. <br />The current zoning of the subject property is in conformance <br />with the MD -2 land use designation. While the R -2C zoning <br />district allows a maximum of 12.1 units/acre, which is not in <br />conformance with the MD -2 land use designation, the applicants <br />have submitted a letter stating that they will not exceed 10 <br />units/acre as provided for in the Comprehensive Plan and that <br />they are requesting the R -2C zoning district because the County <br />does not have a zoning district which allows 10 units/acre. <br />The R -2C zoning district, with a cap of 10 units/acre, is the <br />most appropriate zoning for this site and would be in <br />conformance with the Comprehensive Plan. <br />Transportation System <br />The applicant will donate 2.86 acres of land for right-of-way <br />for the extension of Indian River Boulevard (classified as an <br />arterial street on the Thoroughfare Plan). The maximum <br />development of the subject property, under the R -2C zoning, <br />would generate up to 1500 average annual daily trips (AADT). <br />The current zoning of the subject property would allow up to <br />991 AADT. <br />Environment <br />The Comprehensive Plan designates 37.7 acres of the subject <br />property as environmentally sensitive. The applicant intends <br />to leave this property undeveloped and transfer the density of <br />one unit/acre (37 units) to the upland area of the subject <br />property. <br />All of the subject property is in an A-10 flood hazard zone <br />- which includes areas within the 100 year flood plain. The <br />environmentally sensitive lands generally have a flood <br />elevation of 8 while the upland property has a flood elevation <br />of 7. <br />Utilities <br />Water and sewer facilities are available for the subject <br />property. The developer will have to extend a water main to <br />the property to be served and will have to install a lift <br />station and force main to attain sewer service. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />22 <br />
