requested R-1 zoning is in conformance with the MD -1 desig- <br />nation and would bring the existing residential use of the <br />property into conformance with the zoning ordinance. <br />In the future, it is anticipated that additional land around <br />the subject property will be down -zoned from R-3, Multi- <br />ple -Dwelling District (up to 15 units/acre), R-2, Multi- <br />ple -Family District (up to 15 units/acre), and C-1, to a <br />low-density multiple -family district. <br />Transportation System <br />The subject property has direct access to North Indian River <br />Drive (classified as a local street on the Thoroughfare <br />Plan). The maximum development of the subject property <br />under the R-1 zoning could generate up to 10 Average Annual <br />Daily Trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive on the Comprehensive Plan. However, the subject <br />property is located in a V12 (el 11) flood hazard zone. The <br />V12.zone includes -property in the 100 year flood plain. <br />Utilities <br />The subject property is not served by County water and <br />wastewater facilities. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and <br />Zoning Commission's recommendation, staff recommends <br />approval. <br />Chairman Lyons commented on the strange appearance of the <br />zoning map for this area, and Director Keating noted that is why <br />staff initiated their request to rezone 102 acres to one zoning <br />district, and they still are trying to work out something which <br />would resolve this zoning situation and also be generally <br />acceptable to the people in the area. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard. <br />John McManus, owner of the subject property, stated his <br />reason for requesting the rezoning is twofold: 1) He would like <br />to put an addition on his residence, and 2) He is in the <br />position that if the house should burn down, he could not <br />rebuild.
