MAR 6 1985 <br />BOOK 60 F,�GE 99 <br />case because it is felt with the additional <br />development that is going to occur on SR 60, <br />16th Street will bear a greater percentage of <br />traffic than a normal secondary collector road. <br />Public Works Director Davis stated that account is in the <br />red a million dollars as we get into 1986, and the Administrator <br />stressed we will be adjusting other projects because of this. <br />Commissioner Bird asked if the account is actually in the <br />red by the total commitments, and Director Davis stated that <br />there are approved projects, and we will have to do some bonding <br />or some innovative financing; he also noted that the Traffic <br />Impact Fee money will not pay for this type of project where you <br />are paving an existing two lane unpaved road. The impact fee is <br />set up to be a revenue source to expand a multi lane type roadway <br />to accommodate new development, and he believed we are wandering <br />from this philosophy. <br />Commissioner Scurlock felt these fees could be used to widen <br />the bridge, and Attorney Brandenburg confirmed that impact fees <br />may be used to take care of future needs, and if that need <br />happens to include paving an unpaved road, that can be included. <br />Commissioner Scurlock clarified that we haven't spent a <br />million dollars today that we do not have - what Mr. Davis is <br />relating to is projections on a graph stretched out to the year <br />2000. Commissioner Bird agreed we may have to adjust some of our <br />priorities. <br />Commissioner Bowman stated that she would prefer to defer <br />the whole project until the area is further developed and more <br />people can pay. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried 3-1 with Commissioner <br />Bowman voting in opposition and Commissioner Wodtke <br />being absent. <br />
