RESOLUTION NO. 85- 35 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, ENCOURAGING THE FLORIDA <br />DEPARTMENT OF ENVIRONMENTAL REGULATION <br />TO ASSIST INDIAN RIVER COUNTY IN THE <br />CONSTRUCTION OF A UNIFIED STATE ROAD 60 <br />CORRIDOR WASTEWATER TREATMENT PLANT, <br />ELIMINATING CURRENT MARGINAL PACKAGE <br />TREATMENT PLANTS AND PREVENTING A <br />PROLIFERATION OF FUTURE PACKAGE <br />TREATMENT PLANTS. <br />WHEREAS, Indian River County is experiencing a period <br />of rapid growth along the State Road 60 corridor, and <br />WHEREAS, as a result of this growth, there has been a <br />proliferation of small package wastewater treatment plants, and <br />WHEREAS, many of these package plants are functioning at a <br />"marginal" treatment efficiency creating a concern for the <br />environment in Indian River County, and <br />WHEREAS, without County participation there will be <br />constructed in the near future several additional package wastewater <br />treatment plants in the area, and <br />WHEREAS, to prevent the construction of additional package <br />plants to eliminate existing package plants, to enhance the level of <br />treatment efficiency of wastewater protecting the environment in <br />Indian River County's water supply, the Board of County <br />Commissioners has undertaken a complex project to provide a central <br />wastewater treatment plant tying in many existing and future <br />developments, and <br />WHEREAS, to further enhance the benefits of a consolidated <br />system, it <br />is necessary for <br />the Florida Department of <br />Environmental <br />Regulation <br />and Indian River <br />County to work together in <br />permitting of <br />wastewater systems for projects that are now underway; allowing the <br />projects to permit "dry line" systems designed to connect to the <br />County's system thereby eliminating the necessity for such <br />developments to permit and construct package systems, and <br />WHEREAS, this agreement has been reached as a matter of <br />comity between two governmental entities, and <br />WHEREAS, County <br />has <br />developed a <br />procedure requiring <br />developers requesting "dry <br />line" <br />permitting <br />to conceptually site <br />AM <br />BAR 2 0 1985 BOOK CAO PAGE 285 <br />
