DREDGE & FILL PERMIT APPLICATION <br />FILE NUMBER 31-093812-4 <br />APPLICANT: Sembler & Sembler Inc. <br />WATERWAY & LOCATION: <br />The proposed project is located on the Indian River, approxi- <br />mately 100 feet south of 9th Street and North Indian River <br />Drive, in the City of Sebastian. <br />WORK & PURPOSE: <br />The applicant proposes to construct a wooden deck elevated <br />driveway and walkway over shallow submerged bottoms of the <br />Indian River. The .35 acre deck and accessways would be the <br />site of a proposed restaurant. <br />STAFF RESPONSE: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />- The Conservation & Coastal Zone Management Element <br />of the Indian River Comprehensive Plan; <br />- Coastal Zone Management, Intermim Goals, Objectives <br />& Policies for the Treasure Coast Region; and <br />- The Hutchinson Island Resource Planning & Management <br />Plan. <br />The proposed project is located entirely within the corporate <br />limits of the City of Sebastian. Although the project is not <br />expected to impact those portions of the Indian River within <br />the unincorporated area of the County, the project would <br />eliminate light penetration, thereby precluding seagrass and <br />photosynthetic algae survival. This is the opinion of the <br />Florida Game & Freshwater Fish Commission based upon a field <br />inspection and analysis.
