In any event, staff is <br />making every effort to make the extension of Indian River <br />Boulevard as palatable as possible. Director Davis felt <br />their entrance could remain totally undisturbed as the <br />County is not taking any right-of-way or doing anything that <br />would directly affect their physical properties. He <br />confirmed that the proposed alignment does not affect any of <br />the donated right-of-way. <br />Commissioner Wodtke believed that the speed limit of 45 <br />mph will accomplish our goal of moving traffic around the <br />City. <br />Chairman Lyons asked if anyone wished to be heard in <br />this matter. <br />Bill LeFevre, a resident of Vista Royale Gardens, <br />thanked Director Davis for his courtesy, time and efforts in <br />explaining this project to the concerned residents of Vista <br />Gardens, but referring to aerial photographs of the area, he <br />pointed out that the Boulevard will become a truck by-pass <br />around the City of Vero Beach; it will cause a horrendous <br />noise problem; and it will be extremely unfair and severely <br />disadvantage the 140 families living in Buildings 38 to 47 <br />on the western edge of the development, to say nothing of <br />the depressing effect it will have on the value of their <br />property. With respect to the access through the old McKee <br />Jungle property, Mr. LeFevre advised that Robert Gaskill, <br />Vice President of Construction for Vero Properties, has <br />stated that they will not grant the County the right-of-way <br />or easement for an entrance to Vista Gardens. Mr. LeFevre <br />believed that if this entrance is not created, there will be <br />a dangerous and horrible traffic condition at or immediately <br />south of 4th Street.
