APR 10 1985 <br />BOOK CO F'.cE.516 <br />staff to consider the alternative of having Indian River <br />Boulevard intersect U.S. #1 at 8th Street. <br />Director Davis stated that the only collector available <br />now for the Boulevard is 4th Street and advised that staff <br />recommended 4th Street as the south terminus after looking <br />at the County's overall traffic plan. He pointed out that <br />4th street is a primary collector while 8th Street is <br />designated as a secondary collector. <br />Chairman Lyons felt that the matter of noise may <br />require some more study and consideration given to <br />constructing a sound -deadening wall. He noted that they <br />have found that in automobile traffic, it is the first four <br />feet which is important as far as sound is concerned. <br />Mr. LeFevre agreed that the use of sound -deadening <br />walls has been very successful in Minneapolis and felt that <br />perhaps a 6 ft. or 8 ft. wall would do an even better job <br />than 4 feet and wouldn't cost that much more. <br />Commissioner Scurlock stated that the County always <br />tries to mitigate the impact of road improvements on <br />adjacent neighborhoods and assumed that the Board do <br />whatever is economically feasible to mitigate any adverse <br />effect the extension of the Boulevard will have on the <br />development. <br />Commissioner Wodtke believed it would have been great <br />if Vista Royale had put in one of its fairways along that <br />alignment; however, the County must meet its transportation <br />needs and he believed the extension of Indian River <br />Boulevard is necessary. He also expressed the belief that <br />the County would do everything possible to mitigate any <br />effect the Boulevard might have, and felt that whether a <br />wall should be 4, 6 or 8 feet is something that needs to be <br />determined. <br />Bill Priestly, owner of Jungle Club, spoke in behalf of <br />the thousands of people who don't live in Vista Royale and <br />85 <br />
