MAY 2 2 1985 BOOK 61 p, n <br />�E �® <br />OMB Director Jeff Barton believed that the services <br />Commission Scurlock is referring to would be additional services. <br />Administrator Wright recommended that they come back to the <br />Board within 30 days after making some adjustment or refinement <br />to the General & Administrative charge. <br />Finance Director Ed Fry explained that what they are <br />requesting is a 2 -year extension of the original audit contract, <br />but if we decide to go out for some type of additional services <br />on an indirect cost allocation system, then he felt it probably <br />would be better to get estimates from all the auditing firms. <br />Commissioner Scurlock stated he was not objecting to May <br />Zima, he just wanted the additional services included in the <br />contract because he believed we need a true picture of our costs <br />so that we know if and when one department is subsidizing <br />another. <br />Director Fry pointed out that when we first developed the <br />indirect cost system, it was based on just operating expenses and <br />total outlay of each department, and then we decided to base it <br />on personnel services. He agreed that the process is a little <br />outmoded, but at the same time, felt we need something that is <br />not going to bury us in paperwork. <br />Chairman Lyons suggested that the County Administrator <br />determine whether a change is needed or not and, if it is, bring <br />a recommendation back to the Board. <br />Commissioner Wodtke felt we should get some proposals and <br />prices from other firms, after having been with May Zima for <br />three years now. <br />Director Fry advised that if we go back out, we would have <br />to go through the entire procedure, but Commissioner Wodtke <br />advised that has been changed and we can go directly to the <br />companies and talk prices with them. <br />Attorney Brandenburg confirmed that the law has been changed <br />and counties <br />can now negotiate directly with accounting firms. <br />10 <br />
