When all these calculations <br />are made, which is the simplest way to come up with the indirect <br />cost for the upcoming years, the fraction turns out to be <br />8.56270. Director Barton recalled that last year we made a <br />commitment that we were going to continue to charge the <br />departments we already had and add new departments to the charge <br />this year, particularly the MSTU departments. <br />Commissioner Bird asked how the percentage figure would be <br />used if the Board agrees on the figures today. <br />Director Barton, using the Utilities Department as an <br />example, explained that the total line for all personal items <br />such as overtime, special pay, FICA match, State Retirement, <br />health care package, and Workers' Compensation would be <br />multiplied by the 8.56% figure and that computation added as that <br />department's contribution back to the General Fund to offset the <br />cost of the support group. This ratio would be applied equally <br />to all departments. He believed there would not be a full 100% <br />recovery, but this would keep us from loading some departments <br />unfairly. <br />Administrator Wright cautioned that this formula increases <br />the G & A charge for the South County Fire District dramatically, <br />and wondered if the Board might prefer to phase it in over a <br />period of time. In addition, he believed that a different <br />formula would have to be developed for determining the cost of <br />the North County Fire District because there are no salaries <br />involved. Administrator Wright advised that these numbers are <br />being given to the Board today for their review so that they are <br />aware of where the figures came from when the budgets are sent <br />out. <br />Chairman Lyons was still unsure about applying the overhead <br />time services to all departments, but Administrator Wright felt <br />that while the most equitable way to do it would be on an hourly <br />10 <br />
