ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />- The Conservation & Coastal Zone Management Element of <br />the Indian River Comprehensive Plan; <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Reaion: and <br />- The Hutchinson Island Resource Planning & Management <br />Plan. <br />- The Code of Laws & Ordinances of Indian River County <br />The�revisions;as proposedlinclude placing a boat access channel <br />entirely on Mr. Muller Is upland property and connecting it to <br />the existing boat basin on the north end. This design elimi- <br />nates the need to dredge a channel in the Indian River, thereby <br />destroying valuable bottom habitat. <br />Section A -A depicts the creation of new submerged wetlands from <br />existing shoreline property. This will increase water circu- <br />lation, thus generally improving water quality in the proposed <br />boat basin. Two questions, however, remain. Is vegetation <br />proposed to be planted in this area? If so, what type and what <br />methods will be used to insure its survival? <br />The proposed project will require site plan approval from <br />Indian River County, including approval of any modified storm - <br />water management system. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comments regarding <br />this project to the D.E.R.: <br />1) the County has no objection to the project; <br />2) the type of vegetation within the proposed wetlands should <br />be specified as well as the methods to be used to insure <br />its survival; <br />3) the project will require site plan approval from the <br />County. <br />Planner Challacombe reported that Mr. Muller has applied for <br />a modification of permit as evidenced by the following letter to <br />the DER: <br />55 <br />BOOK <br />PAH <br />
