rr__ -7 <br />AUG 211985 BOOK F,10E O56 <br />The Developer has proposed the following: <br />1) To contribute all design engineering and the approximately <br />$77,000 for offsite road improvements prior to any Certificate <br />of Occupancy being issued. The County would bid the construc- <br />tion. Plans should be complete on August 31, 1985. <br />2) To fund a Patrol officer to direct traffic at the SR 60 access until <br />Kings Highway widening is complete. <br />ALTERNATIVES AND ANALYSIS <br />In analyzing the above requests, staff presents the following potential <br />problems: <br />1) The Florida DOT has not yet permitted the eastbound left turn lane <br />along SR60. The Sept 28, 1984 letter (copy attached, Exhibit 2) from <br />George Denti, DOT, to Ryanwood Shopping Center indicates that the <br />Proposed left turn lane warrants research to determine the impact on <br />SR 60. <br />2) Permitting and Utility Relocation for the Kings Highway work has not <br />been accomplished. It is doubtful that this can be accomplished <br />within 60 days. <br />3) _Signalization Modifications at SR 60 and Kings Highway may not be <br />__.__... completed prior to- the widening dening work beginning. This may result in <br />teMporary signal pole installation to allow road work to occur. <br />Delivery dates for signal poles is usually somewhat long (3-6 months). <br />It is recaimended that this request be approved contingent upon: <br />1) The Developer's Engineer securing all DOT permits by October 15, 1985. <br />2) The Developer's Engineer personally work with all utility companies <br />having utilities .in the right-of-ways effected so that utility <br />relocation can occur prior to Oct. 15, 1985. <br />3) The Developer's Engineer fast tract signal modifications including <br />immediate acquisition of 4 signal poles. <br />4) The developer arrange to provide and fund a Patrol Officer at the SR <br />60 connection. Beginning at the opening of the first store until all <br />improvements are complete. <br />Public Works Director Jim Davis reviewed the developers <br />request for a Certificate of Occupancy prior to road improvements <br />being made on Kings Highway, which were agreed upon at site plan <br />approval in June, 1984. <br />Vice Chairman Scurlock understood that our decision delayed <br />the project and now we are looking for something that is <br />equitable for the developer, but he did not feel the backup <br />material explained adequately whether the developer is requesting <br />a C.O. prior to completing all the other on-site improvements or <br />just the road improvements on Kings Highway. <br />Administrator Davis stated that staff's recommendation deals <br />only with the roadway, and Director Davis reported that the <br />59 <br />
