Subsequently, the staff completed its <br />review of the revised site plan and transmitted comments to <br />the developer and his engineer. <br />Three issues must be addressed to adequately assess the <br />status of the project. These are: (1) the availability of <br />utilities to service the project; (2) the status of the <br />revised site plan; and (3) the level of construction activity <br />maintained on site in the last six months. Each of these <br />will be considered separately. <br />Utilities <br />On July 11, 1985, the staff received copies of <br />agreements between Gordon Nutt and Sea Oaks Devel- <br />opment Company relating to the provision of utility <br />services to the Sea Oaks Hotel project. In that <br />correspondence, Mr. Nutt's attorney indicated that <br />developer agreements with North Beach Water Company <br />and Sea Oaks Development Company are currently <br />being finalized. <br />The utility agreement submitted by the developer <br />references a developer agreement to be executed <br />between the developer and North Beach Water Compa- <br />ny. The existing agreement, however, does commit <br />the Sea Oaks Development Company to provide the <br />developer with both water and wastewater service <br />exceeding the needs of the proposed hotel. The <br />agreement also requires the Sea Oaks Development <br />Company to extend water distribution and wastewater <br />collection systems to the hotel site, and it <br />specifies both costs and timeframes. Based upon <br />these agreements, then, it appears that adequate <br />provisions for utilities have been made for the <br />project. <br />Site Plan <br />Staff comments on the revised site plan were not <br />transmitted to the applicant until recently. Most <br />of the comments were only minor in nature, since <br />the developer had agreed to most of the major site <br />changes prior to submittal of the revised plan. <br />The remaining substantive item involves dedication <br />of right-of-way. Once this issue is adequately <br />addressed, the revised site plan can be approved. <br />°. Hotel Construction <br />'Since the February 20, 1985 meeting of the Board of <br />County Commissioners, the staff has monitored <br />construction activity at the project site. During <br />this time, construction has been maintained on the <br />villa building which was under construction then. <br />According to Building Department records, three <br />inspections have been -made of the subject project <br />in 1985. Two inspections involved the perimeter <br />beam and were conducted in March and April; the <br />other was a framing inspection conducted on July <br />12, 1985. In addition, an electrical permit was <br />issued for the project in August of 1985. <br />Based upon the staff inspection, it appears that <br />progress is being made on the one structure under <br />34 <br />
