Mr. McQueen noted that most of the parcels along that area <br />similar to the subject property are fenced in, and in cases where <br />a piece of property abuts another, the County would actually be <br />taking away some of the property by requiring a marginal access <br />road because the owner cannot provide security to his site if <br />that site has to access the adjacent property. <br />The Commissioners suggested moving the fence back, but Mr. <br />McQueen felt that if the fence was moved back that would become <br />right-of-way and the County would, in effect, would be taking <br />that property for a marginal access roadway. <br />Commissioner Bird did not believe that Dave Rever or Darrell <br />McQueen, or anyone else in engineering, would like to see the <br />same type of situation that exists in St. Lucie County with <br />respect to curb cuts along U.S. #1 and felt we must find a way <br />not to create that same problem. <br />Mr. McQueen believed the problem should be addressed in our <br />zoning and not determined on a parcel by parcel basis, which is <br />what is happening now. <br />Commissioner Bird agreed that if we are going to require it, <br />we ought to make it uniform and decide exactly what it is we <br />want, how many feet we want, etc. and then let everyone know that <br />they are going to have to design their site plans accordingly <br />from this point on. <br />Attorney Mann also agreed that the County should apply their <br />policy uniformly. <br />Administrator Wright felt they had the Board's direction on <br />this matter. <br />Commissioner Bird intended to make a Motion to grant the <br />appeal of the site plan, but hoped that the proposed site of the <br />building would not make it impossible to get a marginal access <br />road through. However, he was reluctant to send the site plan <br />all the way back through the review process to move the building <br />back 10 or 15 feet, and asked Director Keating how we could short <br />cut that process for them, <br />48 <br />
