t <br />BOOK <br />�bd Fr1ut .=i_ d <br />inclusion in the node, and the proposed boundary .follows property <br />boundaries except for several properties located in the southwest <br />section of the proposed node area. Existing C-1, Commercial <br />District, boundaries were used for node boundary delineation in these <br />cases. <br />Existing Land Use Pattern <br />Most of the commercial uses in the node area are currently located <br />along the west side of 27th Avenue. There is a Cumberland Farms <br />convenience store located at the northeast corner of Oslo Road and <br />27th Avenue. There are also several commercial establishments <br />located to the north and south of Oslo Road at the node's western <br />boundary. To the north of Oslo Road and on the west side of 27th <br />Avenue, there"are three single-family residences. The property <br />owners of these three residences requested a Comprehensive Plan <br />Amendment in 1984 to assure commercial zoning and were granted that <br />designation. Further north, there are commercial establishments <br />between 7th Street SW and Rebel Road. These commercial establish- <br />ments include an R.V. sales establishment, a semi -tractor trailer <br />storage yard, and various retail outlets. The east side of 27th <br />Avenue north of Oslo Road is vacant. The land in the southwest <br />section of the proposed node is predominantly vacant. However, there <br />are several residences and a commercial carry -out establishment at <br />the node's recommended southern boundary. <br />Environment <br />The node area is not designated as environmentally sensitive nor is <br />it in a flood -prone area. <br />Utilities <br />A County water main runs along the north side of Oslo Road. No <br />wastewater facilities are available at the present time. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the Board of <br />County Commissioners approve the proposed boundaries of the fifty <br />(50) acre commercial node located at Oslo Road and 27th Avenue. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Samuel Block, Attorney representing Louise Simmons, owner of <br />5 acres of vacant property located west of 27th Avenue and <br />fronting on Oslo Road, requested that his client's property be <br />included in the node. The property is presently zoned <br />commercial, but under the Comp Plan, it may not remain that way <br />64 <br />
