Based on the area and on the <br />existing uses, Mrs. Simmons believes that the highest and best <br />use of her property would be c-ommercial because it does front on <br />Oslo Road and is next to an existing commercial use. <br />Richard Shearer, Chief of Long -Range Planning, explained <br />that the present recommendation is for a 50 -acre node, and in <br />order to include the Simmons property today, it would be <br />necessary to take someone else's property out of the node He <br />felt that the Simmons property could be included later on by <br />expanding the node to 55 acres. <br />Commissioner Bird felt certain that when this node expands <br />in the future, the Board would consider including the Simmons <br />parcel. However, the purpose of establishing nodes and the <br />boundaries of the nodes is to encompass the existing commercial <br />uses and also to allow a certain amount of infill area. <br />Commissioner Scurlock was not willing to take someone else's <br />property out of the node today, but agreed to consider expanding <br />the node at some future time. <br />Attorney Block argued that it was not fair to the owner of <br />the property to make her wait until next year to see if she would <br />be included in the node, and wondered why her property wasn't <br />included at this time. <br />Mr. Shearer explained that many people want their property <br />to be included in the node. Staff looks at the description of <br />the node and centers it on the intersection, and basically, if <br />someone is in the intersection, they are included. <br />Director Keating pointed out that in developing nodal <br />boundaries, first the node center is determined, then the <br />perimeter is determined by existing commercial, and then <br />necessary infill is inserted. The big question, however, is with <br />the remaining acreage and which properties on the perimeter can <br />be included without breaking up existing parcels. <br />65 <br />BOOK <br />
