Mr. Earman informed the Board that both Col. Eisiminger, <br />Executive Director of the District, and Representative Patchett <br />were present also. He then talked about the Patchett Bill 85-200 <br />which was passed in the last session of the Legislature, noting <br />that the District had five million dollars sitting in their <br />account and nowhere to spend it because basically they were only <br />allowed to spend these funds to dredge the inland waterway. <br />There was talk of abolishing the District and putting these <br />monies in the General Fund, but Representative Patchett worked <br />very hard to find a way to allow 'the District more uses of these <br />funds and came up with Bill 85-200. Mr. Earman stated that he <br />was very proud to be here today to help the County implement <br />this, and he considered it a great personal achievement to help <br />get this Bill put through. <br />Mr. Earman then gave the following example of what the <br />County now can get for free, i.e., a new Marine Patrol Officer, <br />completely equipped with boat, truck, etc.; this would be a <br />continuing on-going position which would give the County three <br />such officers or almost 24 hour coverage. Mr. Earman reported <br />that they are working on an agreement with the Department of <br />Corrections to supply prisoners, as well as a boat, a van, etc., <br />so they can keep the Spoil Islands clean, and this agreement says <br />that this service will be available to municipalities and <br />counties, and F.I.N.D, will pick up the whole expense. If the <br />Merrill Barber Bridge does not have a marine radio, the District <br />will provide them with one. This can be purchased under Boating <br />Safety and Navigation, and Mr. Earman noted that they have a <br />thousand dollars budgeted for boating safety education materials. <br />The County, however, will have to request this from the District <br />for boating education. <br />Mr. Earman next informed the Board that in the 1986-87 <br />fiscal year, they will have matching funds available for cities <br />and counties, all of whom can apply separately.
