DEC 41985 c� <br />BOOKFrr. , L <br />public recreation, boating safety, and ecology and wildlife <br />preservation. He stressed that F.I.N..D. is charged with <br />developing the nation's largest recreation area, the 400 miles of <br />the inland waterway, which is used by one million people per <br />weekend and bordered by 600 of the Florida population. We, <br />therefore, must get busy before it is totally destroyed by all <br />these people. Mr. Earman emphasized that Indian River County <br />has, in his opinion, two projects that need to be looked at right <br />away - erosion on Jungle Trail caused by traffic on the waterway <br />and development of the Joe Earman Park to completion. <br />Representative Dale Patchett expressed the hope that the <br />counties along the waterway will take advantage of this attempt <br />to get this money back in use because if they do not, the <br />legislators will try to do away with this Bill. <br />Colonel Eisiminger, General Manager of F.I.N.D., did not <br />feel there is much he could add, but he had one administrative <br />comment, i.e., that any requests be in by the first of March; <br />decisions would be made by the first of June in time for budget <br />session. <br />Commissioner Bird inquired of Intergovernmental Relations <br />Director Thomas where we stand on the development of Joe Earman <br />Park. <br />Director Thomas could not answer specifically beyond the <br />fact that some progress has been made, and we do have some funds <br />- about $6,000. With the emphasis that the District is putting <br />on recreation as a whole; however, plus pressure from other <br />areas, he felt it is going to be necessary to take an overall <br />look because he did not believe our current in-house staff can <br />_ carry the load and meet the deadlines as they are currently <br />working on other priorities. <br />Commissioner Bird noted that back in 1982, the Board <br />approved completion of Phase I, which consisted of clearing <br />native trails, and installing picnic tables, grills, benches, <br />58 <br />
