criteria for private single docks, among which are the follow- <br />ing: <br />w Any main access dock shall be limited to a maximum width <br />of four (4) feet; and <br />The dock will extend out from the shoreline no further <br />than to a maximum depth of minus (-4) feet (mean low <br />water). <br />Staff has not determined if the proposed dockage project <br />locations are in the Aquatic Preserve or if they are to be <br />located on privately owned bottomlands. If the projects are <br />located in the Preserve, proposed dock applications Nos. <br />31-113598-4 and 31-113600-4 exceed the above cited design <br />standards and criteria, respectively. <br />No dredging or filling is proposed -in--the--construction of any— <br />of the four dockage projects. In that respect, the projects <br />will result in minimal additional impact to areas where private <br />single docks have been previously permitted. <br />Staff has not determined the extent to which the submerged <br />bottomlands of the proposed project areas will be impacted; the <br />effect of Indian River development on ecologically valuable <br />seagrass beds should be considered. <br />Although the extent of any impacts are not fully known at this <br />time, there may be cumulative impacts of these and other <br />dockage projects proposed to be constructed along the Indian <br />River upon the Florida Manatee. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comments regarding <br />these projects to the Florida Department of Environmental <br />Regulation: <br />1) The Department of Environmental Regulation and other <br />appropriate agencies should coordinate with the D.N.R. to <br />determine if the proposed projects are located in the <br />Indian River Aquatic Preserve and therefore subject to <br />requirements of Chapter 16Q-20, Florida Administrative <br />Code; <br />2) The Department of Environmental Regulation and other <br />appropriate agencies should consider the potential cumula- <br />tive impacts of dockage projects upon the Florida Manatee; <br />3) The Department of Environmental Regulation and other <br />appropriate agencies should evaluate the potential impact <br />of marina projects on ecologically significant submerged <br />bottomlands such as seagrass beds in the Indian River. <br />67 <br />JAN 15 1986 aoo 3 r,, -)c 308 <br />
