r JAN 2 2 1986 <br />BOOK 63 F"w,c 79 <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Carolyn Eggert, Chairman of the Planning & Zoning <br />Commission, felt their concern is that there seems to be a <br />I <br />perception within the county that group homes are furtively being <br />placed into neighborhoods. She believed it is always going to be <br />a sensitive issue. The P & Z Commission is recommending that <br />public hearings .be held to consider group home situations and <br />also, if there is to be a change in use or the use is to be <br />transferred, that they come back for consideration in a public <br />hearing where the adjacent property owners have been given proper <br />notification. <br />Mr. Shearer confirmed that these recommendations have been <br />included in staff's recommendation today. <br />Thomas Palmer, Attorney representing Frank Zorc, reviewed <br />the background of this issue. He asked how the house had changed <br />and whether the noise generated by eight priests would be greater <br />than when several of Mr. Zorc's teenage children had lived there. <br />The only positive statement he has heard today is that three <br />cities have defined a family and group home; however, the City of <br />Vero Beach has not done this. He argued that group homes should <br />be allowed where single family residences are allowed if they <br />comply with the minimum square footing required for each person. <br />He felt that is the way to attack the problem, through density <br />and the number of vehicles, because it is much easier to count <br />heads than prove blood relations or adoptions. He personally <br />felt that 100 square feet for each person was too low. Further, <br />he did not feel the P & Z Commission's recommendation was valid <br />due to the limited consideration the issue received. He urged <br />the Board not to pass the proposed ordinance today because he <br />felt that it would create even more problems than it would solve. <br />Administrator Wright felt the whole point of the definition <br />is to give the Board the opportunity to look at it, but Chairman <br />51 <br />r � <br />r <br />
