�A �9�� BOOK Fr1Ut46 <br />capital improvements. <br />d. Assess the projected gas and license tax <br />and other revenues that will be derived from <br />the proposed land development activity. In <br />assessing the projected gas and license tax <br />revenues that will be derived from the <br />proposed land development activity that can be <br />reasonably determined to be available to pay <br />-for new capital improvements to the County's <br />major road network system over the planning <br />horizon, the County Administrator shall use <br />methodological principles acceptable in the <br />field of fiscal impact analysis. <br />e. Establish a "Fair Share Roadway <br />Improvements Fee" for the proposed land <br />development activity. The "Fair Share Roadway <br />Improvements Fee" shall be established by <br />determining the amount of any shortfall <br />between the tax revenues projected in Section <br />VII.B.(3)(d) and the capital expansion costs <br />for the major road network system necessitated <br />by the new land development activity <br />calculated in Section VII.B.(3)(c). <br />(4) Any person may contest the County <br />Administrator's Fair Share Fee Determination for their proposed <br />land development activity by preparing a Traffic Impact Analysis <br />for the proposed land development activity pursuant to Section <br />V.C.(2), and submitting it to the County Administrator. The <br />Traffic Impact Analysis shall be prepared by qualified <br />professionals in the field of transportation planning and <br />engineering, impact analysis and economics. <br />(5) Within twenty (20) days of receipt of a <br />Traffic Impact Analysis submitted to contest a Fair Share Fee <br />Determination, the County Administrator shall determine if it is <br />complete.
