Director Davis noted that these owners are not only <br />requesting fair market value, but they also want access to the <br />Boulevard and that has been granted in the past only to the <br />properties that had no other access or where negotiated R/W has <br />been donated. The properties in question do have access pri- <br />marily to 6th Avenue, and staff does not feel they need access to <br />the Boulevard. It would enhance the value of their property, and <br />we have to pby fair market value anyway. Staff, therefore, <br />recommends we proceed to acquire the R/W; simply indicate that we <br />would not grant access to the Boulevard; and if they do not wish <br />to accept fair market value, we will go to condemnation. I <br />MOTION WAS MADE by Commissioner Lyons, SECONDED <br />by Commissioner Bowman to offer the above de- <br />scribed property owners fair market value, but <br />not offer access to Indian River Boulevard, and if <br />this is unacceptable, we will go to condemnation. <br />Discussion ensued re where we will have access to the <br />Boulevard, and Director Davis advised there will be properties <br />where we have managed access into the design of the roadway - <br />Vista Gardens as they had a critical problem getting out onto <br />U.S.1., and we are providing Mr. Graves with an access to his <br />property -because our right-of-way would negate his access. <br />Commissioner Bird inquired about the pPoperties on the east <br />side of the Boulevard, Tanen, etc., and Director Davis stated <br />that we may have to consolidate some of those accesses, but they <br />will have to have access. <br />Commissioner Bowman did not see why Mr. Graves needs access, <br />and Director Davis explained that we will manage the access and <br />it will be a limited access. <br />Commissioner Bird inquired if it might not be worse from a <br />traffic standpoint to force those people to access onto 6th <br />Avenue, which already has a considerable traffic problem. <br />43 <br />MAR 11 1986 BOOK 63 F,1c E876 <br />
