be readdressed and suggested that Nancy Offutt, Liaison for the <br />Board of Realtors and Chamber of Commerce, ask those groups to do, <br />an analysis on these issues. Mrs. Offutt agreed that would be a <br />good idea. <br />Mr. Franks wished to get back to the Lodge's problem and <br />emphasized that the members just do not want to pay for a <br />sidewalk before it is built. <br />Donald Weimann, Administrator of the Moose Lodge, did not <br />feel that the members would have a problem with putting in a <br />sidewalk if it would help the safety of the people, but they are <br />objecting to escrowing $3,500 so far ahead of time. He listed <br />some of the many contributions the Moose Lodge has made to the <br />community and stressed that if they were required to escrow the - <br />$3500, they probably would have to cut back on their <br />contributions. <br />Commissioner Lyons appreciated what the Moose have done, but <br />pointed out that the question today is what can we do under the <br />present requirements. <br />There was some question about whether the Moose would <br />receive interest in the event the sidewalk is not built after 7 <br />years and their money is returned. <br />Jeff Barton of Utilities advised that interest is paid only <br />if it is made a part of the conditions of the contract and is <br />paid at whatever the passbook rate is at the time the contract is <br />made. <br />Attorney Vitunac suggested that if the Moose could build the <br />sidewalk themselves, they may save some money. <br />All the Commissioners expressed reluctance to requiring the <br />Moose to escrow money for the sidewalk, but believed there was <br />nothing they could do but follow the ordinance and direct staff <br />to address this problem. <br />Chairman Scurlock asked if the Lodge could withdraw their <br />site plan application and bring it back after staff has brought <br />back a recommendation on a change in the minor site plan process. <br />36 <br />MAR 19 1986 Boas 63 PnUE 921 <br />
