APR 2 86 BOCK 64 <br />ALTERNATIVES & ANALYSIS': <br />The minimum criteria required of local comprehensive plans is <br />specific. Therefore, the County does not have discretion as to" <br />the minimum amount of work needed to comply with the state's <br />regulations. The County, however, does have the ability to <br />determine what specific work activities will be incorporated <br />within the scope of services to be submitted to the Department <br />of Community Affairs to obtain the $31,703 available to the <br />County. <br />There are several alternatives available to the County in <br />structuring a scope of services to obtain the state funds. <br />earmarked for Indian River County. The alternatives basically <br />involve options as to what activities should be included in the <br />scope of services. They also involve options as to expending <br />the funds. These funds could be expended for consultant ser- <br />vices, staff salaries, other expenses to prepare part of the <br />required local plan. <br />The staff feels that certain activities must be undertaken <br />initially, prior to work proceeding on other plan elements. <br />Therefore, it is the staff's position that the attached <br />proposed scope of services be submitted to DCA for inclusion in <br />a contract between the department and the County. In this way, <br />the activities identified in the proposed scope of services <br />would be funded by state money allocated to the County. <br />Specifically, the staff proposes that the scope of services <br />include two principal activities: preparation of a County base <br />map at a 1" = 1000' scale and completion of a detailed existing <br />land use survey. Both of these are activities which' mustbe <br />done as part of the plan preparation process. As proposed,_ the <br />base map preparation work would be contracted to a consultant <br />(mapping firm), while the existing land use survey would be <br />undertaken by interns supervised by County staff. The attached <br />scope of services identifies the specific activities proposed, <br />estimates staff time and cost, and identifies work products. <br />As part of its contract with DCA, the County must accept <br />several conditions. Besides expending the funds prior to <br />December 1, 1986, the County must allow public access to all <br />material prepared using the state funds, assure that records <br />• are available for state review and/or audit, and include the <br />funds in audits prepared for FY86 and FY87. The County must <br />also provide the state with a progress report, financial <br />report, and copies of draft work products by September 1, 1986 <br />as well as a contract close out report and copies of work <br />products at the time of contract expiration. <br />RECOMMENDATION <br />The staff recommends that the Board direct the staff to apply <br />for funds available to Indian River County from the state <br />Department of Community Affairs. The staff also recommends <br />that the Board approve the draft scope of services and author- <br />ize its transmittal to DCA. <br />52 <br />_ M <br />
