PROPOSED <br />SCOPE OF SERVICES <br />This scope of services consists of two major activities which <br />are integral components of Indian River County's comprehensive <br />planning -process and necessary activities to meet the require- <br />ments of the state Local Government Comprehensive Planning and <br />Land Development Act. The two activities comprising the scope <br />of services are: preparation of a county base map and com- <br />pletion of an existing land use survey. For each of these <br />activities, the scope of services will identify specific <br />actions to be taken, approximate cost, timetable, and work <br />products. <br />I. Preparation of County Base Map <br />Objective: To obtain a reproducible (mylar) base map <br />of the County which identifies major natural <br />and manmade features. <br />Relationship To LGCPLDA: The base map will serve as the <br />principal comprehensive plan map. For each <br />plan element requiring -the graphic depiction of <br />data and information, the base map will be the <br />map upon which the specific information will be <br />shown. This will ensure both consistency among <br />plan element maps in terms of size, scale, and <br />defined features and quality in map production. <br />Work Elements: <br />°Identification of Map Specifications <br />The staff will identify those maps which will be needed <br />for the County's comprehensive plan. Based upon this <br />information, the staff will determine base map specifica- <br />tions. These specifications will be incorporated into a <br />general request for proposal (RFP). <br />*Selection of Contractor <br />The staff will review the various proposals submitted in <br />response to the RFP. Each of the proposals will then be <br />ranked according to criteria to be established. This <br />criteria will include, but not be limited to, experience, <br />quality of past work, ability to perform required work, <br />and other factors. A contractor will then be selected, a <br />contract negotiated, and the contract executed. <br />°Map Preparation <br />Once the contract is executed, the contractor will initi- <br />ate map preparation activities. Subject to modification <br />by the staff prior to design of RFP, the map specifica- <br />tions will, at a minimum, include the following: <br />- Scale: 1" = 1,000' <br />- Coverage: Entire boundary limits of Indian River <br />County <br />Features: <br />County boundaries & municipal boundaries <br />Estuarine and freshwater wetlands <br />Atlantic Ocean <br />Indian River & <br />Sebastian River <br />Sebastian Inlet <br />Lake Wilmington <br />Intracoastal waterway <br />(Blue Cypress Lake) <br />53 <br />APR 2 1996 <br />BOOK <br />�J �G {'rguC 53 <br />
