1-7 <br />L <br />Proposed Scope of Services (cont.) <br />Page 3 <br />Work Elements: <br />*Design of Study <br />The staff will develop a specific study design for conduct- <br />ing -the existing land use survey. This design will <br />include the specific parameters of the survey such as <br />methods of collecting, tabulating, and depicting the data. <br />It will also include a detailed methodology for conducting <br />the windshield survey of the County, including the survey <br />route, monitoring procedure, and other characteristics. <br />*Selection of Staff <br />The windshield survey of the County will be conducted by <br />student interns. In selecting interns, the staff will <br />contact various planning schools in Florida and the <br />Southeast to determine if student interns are available <br />and to accept resumes from interested students. The staff <br />will review the resumes accepted, interview interns as <br />necessary, and select two interns to work on the survey. <br />Once hired, the interns will be trained by existing staff <br />regarding survey techniques and methodology. <br />*Survey <br />Two planning interns will utilize one County vehicle and <br />conduct a windshield survey of the unincorporated areas of <br />the County as well as abutting lands in each of the <br />municipalities within the County and adjacent counties. <br />Using existing aerial maps and real property tax maps, the <br />interns will collect information on each specific parcel <br />in the County. In the field, the interns will record on <br />work maps (real property tax maps) the existing use and <br />existing structures for each parcel. <br />The interns will also complete a land use form for each <br />parcel. This form will identify parcel number, existing <br />land use, and existing structures. These forms will be <br />coded in such a manner as to allow compilation of informa- <br />tion and input into existing computer system. The land <br />use classification system to be used will be the state's <br />standard land use classification system. <br />*Monitoring <br />On a regular basis, a staff planner will monitor survey <br />results obtained by the interns. The planner will at the <br />end of each day review work completed by the interns and <br />resolve any problems and inconsistencies. In addition, <br />the planner will independently check survey results for a <br />minimum of one percent of the parcels surveyed. <br />°Compilation and Tabulation of Data <br />The staff will on a regular basis compile the field data <br />and input same into the property appraiser's computer <br />system. The data will also be tabulated according to <br />general categories and sub -categories. The staff will <br />structure these tables in such a manner that they can be <br />included in the land use element of the comprehensive <br />plan. <br />• °Map Preparation <br />Using the field data acquired during .the survey, the staff <br />will transfer existing land use information to a County <br />base map and prepare a presentation type map to be used in <br />the comprehensive plan. The existing land use map will be <br />prepared in a reproducible form depicting major land use <br />categories with zipatone or other graphics material. <br />55 <br />800.64 P . E 55 <br />
