2) Application No. 31-118256-4 <br />Applicant: City of Vero Beach <br />P.O. Box 1389 <br />Vero Beach, Florida 32961 <br />Waterway & Location: The project is located in the Indian <br />River in Cleve Hinton Creek, Section 19, Township 32 <br />South, Range 40 East, Indian River County, Florida. The <br />upland property associated with the project is Fred R. <br />Tuerk Drive Extension, in the Town of Indian River Shores. <br />Work & Purpose: The City of Vero Beach proposes to <br />construct a 180 foot crossing of a tertiary tributary of <br />Cleve Hinton Creek. The crossing will consist of 864 <br />cubic yards of sand fill, having a top width of 18 feet, <br />an elevation of 3 feet mean sea level (MSL) and 4:1 ratio <br />slide slopes. The purpose of the fill is to provide <br />support and cover for 69 Kv buried electrical transmission <br />cables and a 20 inch water main. <br />ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />- The Conservation & Coastal Zoning Management Element of the <br />Indian River Comprehensive Plan <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region <br />- The Hutchinson Island Planning & Management Plan <br />- The Indian River County Code of Laws and Ordinances <br />Neither of the two proposed projects is to be located within the <br />unincorporated portion of Indian River County. Therefore, in <br />that any impacts associated with the projects are site-specific <br />and not within the County's jurisdiction, the proposed private <br />walkway and utility crossing have no impact of County <br />significance. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comment regarding <br />these projects to the Florida Department of Environmental <br />Regulation: <br />Indian River County has no objection to the projects, in that <br />any associated impacts are within the City of Vero Beach and <br />Indian River Shores, and therefore not within County <br />jurisdiction. <br />ON MOTION by Commissioner Lyons, SECONDED by Com- <br />missioner Wodtke, the Board unanimously authorized <br />staff to forward comment to the DER as set out in <br />the above memo. <br />13 <br />P"� 6 ���. <br />APS 16 196 BOOK <br />I <br />
