PERMIT <br />SUBJECT: APPLICATIONS . <br />FROM: Art Challacombe REFERENCES: <br />Chief, Environmental Planning <br />SJRWMD <br />DIS:ARTCHA <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regularly scheduled meeting on April 16, 1986. <br />D.E.R. DREDGE & FILL PERMIT APPLICATION <br />FILE NUMBER 31-118195-4 <br />APPLICANT: St. Johns River Water Management District <br />WATERWAY & LOCATION: <br />The proposed project is located in the St. Johns River Marsh <br />west of C.R. 512, 15 miles north of S.R. 60, Township 32S, <br />Range 37E in Indian River County. <br />WORK & PURPOSE: <br />The applicant proposes to place two culverts with riser control <br />along the west and south levees of the Lake Miami Ranch. <br />ALTERNATIVES AND ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zone Management Element of the <br />Indian River Comprehensive Pla <br />Coastal Zone Management , Interim Goals, Objectives & <br />Policies for the Treasure Coast Region; and <br />The Hutchinson Island Resource Planning & Management Plan. <br />The installation of the two water control structures included <br />in this application would implement the restoration plan <br />approved by the District Governing Board for the Lake Miami <br />Ranch parcel. This 2,820 -acre parcel was recently purchased by <br />the District to be certified to the U.S. Army Corps of Engi- <br />neers (USACOE) as part of the Federal flood control project <br />planned for the Upper St. Johns River Basin. This plan is <br />described in the General Design Memorandum (GDM) released in <br />June 1985 by the Jacksonville District, USACOE. <br />14 <br />
