a <br />r <br />Under pre -development conditions, the property was part of the <br />Upper St. Johns River Marsh. Since that time, the property was <br />separated from the marsh by a perimeter flood control levee on <br />the north, west, and south sides and CR 512 on the east side. <br />The property will be hydraulically connected and will become <br />inundated at water levels similar to the surrounding marsh. <br />Historic monthly mean water levels in Blue Cypress Lake and the <br />adjacent marsh are shown in Figure D-4 in the application. No <br />significant impact is expected to water levels on the existing <br />marsh adjacent to LMR except to lower flood elevations. <br />The following benefits will result from the restoration plan: <br />1) additional flood storage capacity; <br />2) water conservation storage; <br />3) enhancement of wetland communities through restoration of <br />the hydrologic regime. <br />Indian River County has expressed a desire to place a firing <br />range facility on a portion of the subject property. The -_ <br />increased water levels created by the culverts would increase <br />the need for additional fill and thus, increase the cost of <br />developing the range. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners autho- <br />rize staff to forward the following comments to the D.E.R. <br />1) The proposed project will provide both environmental <br />and economic benefits to Indian River County; <br />2) While the County has no objection to the proposed <br />project, the D.E.R. is advised that Indian River <br />County is currently requesting that the St. Johns <br />River Water Management District allow the County to <br />study and determine the feasibility of constructing a <br />firing range on a portion of the proposed site.
