11.14.2. Maintenance and Cleaning <br />11.14.2.1. Franchisee shall monitor, maintain and repair its collection vehicles and equipment, at <br />a minimum, in compliance with the manufacturer's recommendations and Applicable <br />Law. Oil/hydraulic systems and waterproof seals/enclosures shall be kept in good <br />condition at all times to prevent spills and leaks. <br />11.14.2.2. Franchisee shall keep all collection vehicles and equipment cleaned. All collection <br />vehicles used for the collection of Solid Waste shall be washed thoroughly and sanitized <br />with a suitable disinfectant and deodorant at least once each week, unless the Contract <br />Manager approves an alternate cleaning schedule. Other collection vehicles shall be <br />cleaned and washed, as necessary, to minimize the potential for odors and nuisance <br />conditions. <br />11.14.3. Vehicle Identification <br />11.14.3.1. Franchisee's vehicles shall clearly display Franchisee's logo, name, and telephone <br />number printed in letters not less than four inches (4") on each side of the vehicle. <br />11.14.3.2. Franchisee vehicles shall be numbered with numbers not less than four inches (4") high <br />on each side of the vehicle. Franchise shall keep a record of the vehicle to which each <br />number is assigned. <br />11.14.3.3. Franchisee shall display the SWDD theme and logo on the sides and rear of every vehicle <br />newly put into service in the County to collect Solid Waste or Recyclables pursuant to <br />this Agreement. The signs shall be appropriately sized, as mutually agreed. SWDD will <br />provide the approved artwork for the Franchisee's vehicles. <br />11.15. Service Verification System <br />11.15.1. Franchisee will provide ENSPIRE'M, a proprietary software package and web -based tracking <br />program, to SWDD at no cost. <br />11.15.2. Franchisee shall provide and maintain a service verification system with web -based access. Service <br />verification software shall be capable of providing reports online that can be downloaded in PDF <br />and Excel formats. Franchisee is responsible for all associated software costs and maintenance. <br />11.15.3. Service verification software shall be capable of providing map -based location visibility of frontline <br />and reserve collection vehicles operated in real time, and shall be able to generate reports as <br />needed based on Roll Cart and container service activity, including, but not limited to, collection <br />and non -collection events and set -out rates. Variables and fields used to supply and manage this <br />information shall include, but not be limited to: <br />a. Roll Cart or container type (garbage or recycling) <br />b. Generator type (residential, multi -family, or commercial) <br />c. Customer ID and address <br />d. Collection event date, time, and latitude/longitude coordinates <br />e. RFID tag number <br />f. Serial number <br />g. Cart size <br />h. Route and truck information <br />11.15.4. Service verification software shall include an asset management database through which <br />Franchisee shall be responsible for reporting and tracking the movement of all Roll Carts, including <br />deliveries, removals, exchanges, repairs, warranty recovery, and any other information necessary <br />to manage cart assets, subject to SWDD approval. All database adjustments must be made within <br />forty-eight (48) hours of physical inventory exchange and completion of work order. All software <br />used shall have the ability to generate reports that can be converted to Excel or PDF based on Roll <br />Page 20 <br />
