MAY 21 1986 BOOK 64 F,9G F 509 <br />The effect of the ordinance would be that persons applying for <br />permits to build single-family homes on lots or parcels not <br />located in a subdivision with an approved positive stormwater <br />system would be required to do one of two things: <br />1. provide a conceptual drainage plan showing that <br />stormwater discharged from the lot after construction of <br />the home will be adequately handled without further' - <br />improvements; or <br />2. provide a conceptual drainage plan showing that existing <br />conditions and to -be constructed improvements (including <br />swales) will adequately handle stormwater discharge from <br />the lot after the home is constructed. Such drainage <br />improvements will be provided and inspected prior to <br />issuance of a Certificate of Occupancy. <br />Staff has included specific review criteria for the Public Works - <br />Director to use in approving or disapproving conceptual drainage <br />plans. The criteria specify that either the stormwater run-off <br />generated from a 10 year 24 hour storm be retained on the building <br />site or that the run-off be legally routed off site into a <br />maintained drainage system. The permit applicant would have to <br />demonstrate that either existing improvements and proposed grades <br />or proposed improvements (such as swales and/or rain gutters) and <br />proposed grades would be adequately managed. The conceptual plans <br />will not need to be prepared or sealed by an engineer or <br />architect. <br />Staff has determined that, if adopted, appropriate implementing <br />procedures can be incorporated into the existing inter -depart- <br />mental routing/review system. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners adopt the <br />attached ordinance establishing Section 25(s) Stormwater Discharge <br />from single-family lots. <br />Vice Chairman Lyons asked if we are in a position to handle <br />this, and Planner Boling advised that staff worked with Public <br />Works on this and with Environmental Health. <br />Commissioner Bird inquired about the financial impact in- <br />volved, and Planner Boling explained that a lot of the informa- <br />tion needed is already included with the data required by <br />Environmental Health. There might be some extra surveying work <br />in some situations. <br />Director Keating stated there is some potential cost for <br />preparing and submitting a plan, but if this can be demonstrated <br />by a simple plan, that is fine. The other part involved is <br />actually doing the improvements required to prevent discharge <br />onto abutting properties, and he believed this mainly will just <br />involve grading swales or putting in roof gutters. <br />52 <br />
