process has not been carried on in the dark; these people have <br />been before the Commission at least one time before, and he did <br />not want to hold them up. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman to approve the request of <br />Florida Convalescent Center for 4.8 million indus- <br />trial revenue bonds pending favorable review by <br />the Economic Development Council. <br />Commissioner Wodtke had no problem with the Motion, but be- <br />lieved it puts Iegis.lative authority into an appointed Council. <br />Commissioner Lyons did not believe it would because if the <br />Council did not agree, the request would come back to the <br />Commission. <br />Chairman Scurlock commented that actually there is somewhat <br />of a gap here; we are given a yearly allocation of these type <br />funds, and we need an equitable formula of how to evaluate those <br />who apply and also a time frame. He believed the Economic <br />Development Council needs to be involved in this as well as the <br />Finance Advisory Committee, but noted that, in any event, this <br />may be a moot questioh as these type funds may not be available <br />after the new tax laws are enacted. <br />Commissioner Bird stated that he would like to see these <br />funds used to generate the most good to the County and, <br />therefore, would like to be able to evaluate the projects. <br />Discussion continued in regard to coordinating and <br />structuring to work out how this should be handled between the <br />EDC, the Finance Advisory Committee and the Commission. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />15 <br />aooK 6 <br />'JUN 18 1986 F��,r ��� <br />L__ <br />
