FF—JUL 21986 <br />Boa 64 fm,c 860 <br />Future Land Use Pattern <br />The Comprehensive Plan generally designates the -subject property <br />and the land north, south and east of it as LD -2, Low -Density <br />Residential 2 (up to 6 units/acre). However, the Comprehensive <br />Plan also designates a 150 acre commercial/industrial node at the <br />intersection of U.S. 1 and Wabasso Road. The staff and the`' <br />Planning and Zoning Commission have recommended approval of a <br />Comprehensive Plan amendment that would reduce the size of this <br />node from 150 acres to 100 acres. The nonresidential zoning <br />conversion ordinance reduced the amount of commercially and <br />industrially -zoned land in the general area of the node to <br />approximately 150 acres. A subsequent down -zoning of 54 acres of <br />industrially -zoned land to RM -6 has reduced the amount of <br />commercially and industrially -zoned land in this area to <br />approximately 96 acres. Based on the proposed Comprehensive Plan <br />amendment and recent rezoning, there are 4 acres of <br />residentially -zoned land in this area which could be included in <br />the node. Since the subject property abuts commercially -zoned <br />land to the west and has considerable frontage on C.R. 510, it <br />seems appropriate to allocate some of the unallocated node <br />acreage to include the subject property in the node. <br />Transportation System <br />The subject property has 700 feet of frontage on County Road 510 <br />(classified as an arterial street on the County's Thoroughfare <br />Plan) and.has direct access to 46th Avenue (classified as a local <br />street). The maximum development of the subject property under <br />CL zoning could generate up to 2,037 average annual daily trips <br />(AADT). County Road 510 currently carries 5,600 AADT at <br />level -of -service "A" with a level -of -service "C" capacity of' <br />13,100 AADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive. The subject property does have a b flood -zone <br />designation indicating an area within the 500 year flood plain. <br />Utilities <br />County water and wastewater facilities are not available for the <br />subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter.
