MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Bird, that the area from 65th Street <br />(South Winter Beach Road) to 71st Street (North Winter <br />Beach Road) and east of the Lateral G Canal be changed <br />to LD -1 land use designation and RS -3 zoning. <br />Under discussion, Commissioner Lyons felt the change was <br />unfair and did not feel that the difference in densities would <br />make that much difference in how it has been since 1957. He <br />intended to vote against the Motion. <br />Commissioner Bowman pointed out that there have been <br />tremendous changes in that whole neighborhood in the last 30 <br />years. Many people have moved up there from southern Florida and <br />bought large tracts of land and she did not believe they would <br />have done so if they thought it would not remain at low <br />densities. <br />Commissioner Bird recalled that during the 6 years the Comp <br />Plan was being developed, they set up ribbons of LD -1 and LD -2 <br />running north and south and the Winter Beach area was included in <br />the LD -2. Perhaps if the people who worked on the Comp Plan had <br />6l <br />taken a closer look at the uniqueness of the corridor between <br />North and South Winter Beach Roads or if the Winter Beach <br />residents had been more active in those hearings, we probably <br />would have designated this corridor as LD -1. He expressed <br />concern about those owners who purchased large tracts of land in <br />this area with the LD -2 designation and their ability to use <br />their property, but noted his concerns are someNhat alleviated by <br />the fact that property values in this area are going to increase <br />greatly. Developers will not be hurt because of the lower <br />densities as they will be able to develop some very high quality <br />single-family subdivisions next to the golf courses in the area. <br />Commissioner Wodtke asked Attorney Vitunac what our chances <br />would be in court when 800 of the property owners are opposed to <br />a downzoning, and Attorney Vitunac advised that wouldn't be a <br />50 <br />J U L <br />BOOK D� <br />F'AE� <br />
