• CONSULTANT will prepare three copies of the final report for submittal to FDEP and will provide <br />one file copy to the COUNTY. <br />• COUNTY will provide copies of analytical reports in electronic format (ADaPT, or other <br />electronic format accepted by FDEP). <br />TASK 3.0 - WATER QUALITY TECHNICAL REPORT <br />CONSULTANT will prepare and submit a technical report in accordance with the MPIS and Chapter <br />62-701.510(9)(b), FAC, and Paragraph 35 of the current Monitoring Plan Implementation Schedule, <br />which was revised on March 7, 2011. The report will be based on laboratory data received from the <br />COUNTY for the July 2012, January 2013, July 2013, January 2014 and July 2014 semi-annual <br />monitoring events. The report is required every 2.5 years during the active life of the facility. The <br />report will include: <br />1. Tabular displays of any data which shows that a monitoring parameter has been <br />detected, and graphical displays of any leachate key indicator parameters detected <br />(such as pH, specific conductance, Total Dissolved Solids (TDS), TOC, sulfate, chloride, <br />sodium and iron), including hydrograph for all monitor wells; <br />2. Trend analyses of any monitoring parameters consistently detected; <br />3. Comparisons among shallow, middle, and deep zone wells; <br />4. Comparisons between background water quality and the water quality in detection and <br />compliance wells; <br />5. Correlations between related parameters such as total dissolved solids and specific <br />conductance; <br />6. Discussion of erratic and/ or poorly correlated data; <br />7. An interpretation of the ground water contour maps, including an evaluation of ground <br />water flow rates; and <br />8. An evaluation of the adequacy of the water quality monitoring frequency and sampling <br />locations based upon site conditions. <br />TASK 4.0 - TITLE V PERMIT COMPLIANCE AND REPORTING <br />Title V Permit No. 0610015 -004 -AV, which is the current permit as of the date of this work order, <br />contains monitoring and reporting requirements related to the landfill gas collection and control <br />system. CONSULTANT will assist COUNTY, as described below, in fulfilling all air permit <br />requirements and conditions within the required regulatory timeframes. <br />Statement of Compliance <br />CONSULTANT will prepare and submit the annual Statement of Compliance for the COUNTY <br />Landfill. This document must be submitted to FDEP within 60 days after the end of the calendar <br />year, as required by Rule 62-213.440(3)(a)(2), F.A.C. <br />Annual Operating Report <br />CONSULTANT will prepare and submit the Annual Operating Report for the COUNTY Landfill. This <br />report must be submitted to FDEP on or before April 1 of each calendar year, as required by Rule <br />62-210.370(3), F.A.C. <br />A-4 <br />111626.docx <br />
