No person <br /> shall be discriminated against in employment because of such <br /> individual's race, religion, color, sex, age, marital status, national <br /> origin, or physical handicap. <br /> COMMENT: <br /> 1. This policy applies to all terms, conditions, and privileges of <br /> employment including hiring, probation, training and development, <br /> promotion, transfer, compensation, benefits, educational assistance, <br /> layoff and recall, social and recreational programs, termination, and <br /> retirement. <br /> 2 . The County has established a written affirmative action program to <br /> achieve prompt and full utilization of minorities and women at all <br /> levels and in all segments of the work force. The results of the <br /> program are reviewed annually and the program modified as necessary to <br /> achieve stated objectives. <br /> 3. The Director of Personnel has been appointed Director of Equal <br /> Employment Opportunity for the County and will be responsible for <br /> formulating, implementing, coordinating, and monitoring all efforts in <br /> the area of equal employment opportunity. The Director of Personnel <br /> shall be responsible for: <br /> A-. Assisting management in collecting and analyzing employment data; <br /> identifying areas in which the County is deficient in the <br /> utilization of minorities and women, and working with department <br /> .heads to establish goals and timetables; <br /> b. Developing policy statements, affirmative action programs, and <br /> internal and external communication techniques regarding the equal <br /> employment policies of the County; <br /> c. Designing and implementing record keeping and reporting systems to <br /> ensure compliance with legal requirements, and posting of notices <br /> as required by law; <br /> d. Preparing an annual review and summary of the County's affirmative <br /> action programs and the results achieved under these programs for <br /> submission to the County Administrator; <br /> e.
