Holmes, P.E. <br />Public Works Director' Boyle Engineering to James <br />n;Mi c dated Sept„91 19$b <br />DFSCRIPTICN AND CONDrITCNS <br />As directed by the Board in July 1986, staff has negotiated an Engineering <br />Services Contract for the redesign of the North Extension of Indian River <br />Boulevard. The scope of work involves the following phases: <br />Phase I - Environmental Coordination Phase - <br />This Phase involves conceptual design including mitigation of <br />sensitive areas and meetings with agencies and local interest <br />groups. The cost of this phase will not exceed $27,350. <br />Phase II - Preliminary Design Phase - <br />The Engineer will provide a Preliminary Design and Cost Estimate. <br />Two days of Public meetings are.included. <br />Phase III - Final Design Phase. - <br />Complete construction drawings, Contract Documents, Right-of-way <br />maps, Construction cost estimate, etc. will be provided. <br />Cost for Preliminary and Final Design will not exceed $110,177.05. If <br />additional bridging is necessary, the agreement provides for additional <br />compensation (page 18). <br />Phase IV - Construction Supervision <br />Complete inspection is provided at a not -to -exceed cost of <br />$97,110. <br />The resulting design fee is approximately 4.6% of the estimated <br />construction cost of $3,000,000. <br />Staff recommends that the Chairman be authorized to execute the agreement. <br />Funding to be from Fund 309. Approximately $150,000 was budgeted for this <br />work during the FY86/87 budget sessions. <br />Director. Davis noted that the agreement is a fairly lengthy <br />contract because this is an important project, and they have <br />tried to develop a scope of work that will carry the project from <br />the initial phases of getting the permitting agencies involved <br />again with the project after the 5 or 6 years that have elapsed <br />since it was last engineered.
