NOV 18 <br />1986 BOOK 66 PAGE 366 <br />that all permits for the dock (i.e.-A.C.O.E., D.E.R.) will have <br />to be obtained prior to release of the site plan. Staff review <br />of the proposed dockage facility indicates that the dock meets <br />criteria set forth in chapter 16Q-20, Florida Administrative <br />Code, related to the Iridian River Aquatic Preserve. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comments regarding.. <br />this project to the Army Corps of Engineers: <br />1. The Army Corps of Engineers and other appropriate agencies <br />should coordinate with the D.N.R., in that the project as <br />proposed is located in the Indian River Aquatic Preserve <br />and therefore subject to requirements of Chapter 16Q-20, <br />Florida Administrative Code. <br />2. No dock construction shall be permitted by Indian River <br />County for the project until applicable agency permits <br />related to the dock facility have been acquired, and all <br />conditions stipulated for release of site plan have been <br />satisfied. <br />3. The Army Corps of Engineers and other appropriate agencies <br />should evaluate the potential impact of the marina project <br />on ecologically significant submerged bottomlands such as <br />seagrass beds in the Indian River. <br />4. The Army Corps of Engineers and other appropriate agencies <br />should consider the potential cumulative impacts of <br />dockage upon the Florida Manatee. <br />ON MOTION by Commissioner Bird, SECONDED by Com- <br />missioner Eggert, the Board unanimously authorized <br />staff to forward to the Army Corps of Engineers the <br />comments as set out in the above memo. <br />I.
