b) Schedule meetings with the Indian River County <br />Library Advisory Committee and Indian River County <br />Parks and Recreation Committee to determine programs <br />that will be provided in the new park facility. <br />Part 2 - a) Provide the Architect with an inventory of all park <br />facilities in the County. <br />b) Schedule meetings with the Indian River County <br />Parks and Recreation Committee to determine what parks <br />and facilities- are appropriate for "user fee" applica- <br />tion. <br />Part 3 a)Provide the architect with a copy of existing Indian River <br />County Fairgrounds plan. <br />b)Sch'edule meetings with Indian <br />Committee to determine what <br />fairgrounds expansion. <br />Section III - Scope of Services <br />River County Parks and Recreation <br />facilities are appropriate for <br />The Architect agrees to perform all services identified in <br />Section III - A. General, of the Master Agreement, in addition <br />to all necessary professional planning services and financial <br />feasibility studies in connectiuil .Yith the project as follows: <br />Part 1 - Upon written authorization from the Director of the <br />Public Works Department, the Architect will proceed with the <br />work as follows: <br />a) The Architect shall visit the proposed site located <br />at 20th Ave and Oslo Road and become thoroughly familiar <br />with all existing conditions. The U.S. Soil Conservation <br />Service has performed a general soil survey of the site and <br />a copy is on file with the County Public Works Department. <br />If the Architect recommends additional soil' testing to <br />determine site suitability for a park/library complex, the <br />-County will arrange.for and pay the cost of soil borings and <br />soils testing. <br />b) The Architect shall meet with representatives of the <br />South County area, the Indian River County Parks and Recre- <br />ation Committee, the County Parks Department Director, the <br />Library Advisory Committee, the County Utilities Department <br />and interested parties to develop a facility needs program. <br />c) Once a program for the land*is developed, the Architect <br />shall prepare at least three alternatives for a Park/ <br />Library Master Plan at an approved scale. The alternatives <br />shall be submitted to the Public Works Director for dis- <br />cussion at public meetings. The Consultant shall attend at <br />least two review meetings in Indian River County. The <br />Architect shall recommend an architectural theme compatible <br />with the South County area. •A preliminary cost estimate, as <br />well as a recommendation on the land area required to <br />implement the Master Plan, shall be prepared for the <br />County's review. <br />d) The Architect shall consult with the Florida Department <br />of Natural Resources and Department of Community Affairs to <br />determine if grant funds are available to purchase and/or <br />develop the land. <br />e) After selection of the approved Master Plan, the Archi- <br />tect shall prepare four final, color, Master Plan Drawings <br />and transmit them to the Public Works Director. <br />8 <br />
