Existinq Land Use Pattern <br />The following uses are located within the proposed node bound- <br />aries: Step Saver Food Mart and Gas, a small cluster of-mobi-ie <br />homes, vacant and agricultural lands. North of the proposed node <br />boundary is a cemetary; east of the proposed node boundary is <br />vacant and agricultural land and the, City Sebastian, with scat- <br />tered housing and vacant lots. West of the proposed node boundary <br />is agricultural and vacant land and the Sebastian River Middle/ <br />Junior High School. _ South of the proposed node boundary is <br />agricultural, vacant, and residential land. <br />Future Land Use Pattern <br />All of the nodes are generally described in the Comprehensive <br />Plan. The County Road 510/County Road 512 node is described as: <br />"This intersection contains.a commercial node of fifty (50) <br />acres." <br />The proposed node boundary contains commercially zoned land in <br />the Romar Subdivision along the north side of County Road 512, <br />and land located between the abandoned Trans Florida Central <br />Railroad right-of-way and County Road 512. It also contains <br />commercially zoned land located south of County Road 512 along <br />both sides of County Road 510. Also included are approximately <br />2.5 acres of abandoned Trans Florida Central Railroad right-of-way, <br />zoned A-1.Agricultural District. <br />It is the staff's position that any commercial development within <br />the node will not adversely affect any existing or future res- <br />idential development of the surrounding properties, or adversely <br />impact the existing cemetary, due to the adopted dimmensional and <br />bufferyard requirements for commercial uses. <br />The proposed boundaries follow the existing CL, Limited Com- <br />mercial zoning district boundary except for the abandoned rail- <br />road right-of-way. <br />Physical Considerations <br />The slope of land within the proposed node boundaries is rela- <br />tively level in character; elevations range from 15' to 20' mean <br />sea level. <br />The soil characteristics are severe wetness and poor drainage. <br />Generally, sites within the proposed node boundary will require <br />fill and drainage improvements before development. <br />Environment <br />The proposed node area is not designated as environmentally <br />sensitive. However, a portion of the land in the western and <br />southern section lies in an A flood zone indicating areas within <br />the 100 year flood plain, as depicted on the flood insurance rate <br />maps (FIRM) for the area (see attached FIRM map). <br />Access to the Transportation Network <br />All of the parcels of land located within the proposed node <br />boundaries excluding the abandoned railroad right-of-way have <br />access to either County Road 510 or County Road 512, the southern <br />parcels having access to both roads (both roads are designated as <br />Arterial Streets on the County's Thoroughfare Plan). <br />RECOMMENDATION <br />Based on the above analysis, and the recommendation of the <br />Planning and Zoning Commission, staff recommends that the Board <br />of County Commissioners approve the proposed boundary of the <br />County Road 510 and County Road 512 Commercial node as presented <br />herein, and that the Board authorize the Chairman of the Board of <br />County Commissioners to affix his signature to the ordinance <br />attached hereto (attachment 5). <br />51 BOOK 66FAGE <br />
