.2 <br />AGREEMENT WITH FIREFIGHTERS ASSOCIATION RE COUNTY FAIR <br />The Board reviewed memo of Assistant County Attorney <br />Barkett: <br />TO: The Board of County Commissioners <br />DATE: January 28, 1987 <br />SUBJECT: Indian River County Agreement With Vero Beach <br />Firefighters Association Concerning County Fair <br />FROM: Bruce Barke t <br />Assistant Coun y Attorney <br />Pursuant to the Board's direction and the advice and consent <br />of the appropriate state officials, the Indian River County <br />Fair Association has been dissolved. The Board of County <br />Commissioners passed Resolution No. 86-101 to authorize the <br />Vero Beach Firefighters Association to operate the Indian <br />River County Fair in accordance with the appropriate state <br />statutes for calendar year 1987. Although Indian River <br />County will be the applicant for a fair permit from the <br />State of Florida Department of Agriculture by the resolution <br />mentioned previously, the Board of County Commissioners has <br />agreed to "hire" the Vero Beach Firefighters Association to <br />manage the fair for the Board. <br />A proposed agreement with the Firefighters Association to <br />manage the fair for the County is attached for consideration <br />by the Board. The agreement speaks for itself, however the <br />basic scheme is that the Firefighters will conduct the fair <br />in accordance with the appropriate Florida Statutes and pay <br />all the expenses, fees, management considerations and other <br />costs associated with the fair. Subsequently the <br />Firefighters will submit all net proceeds of the fair to the <br />County along with all books, records and other accounts of <br />costs, expenditures, receipts and/or proceeds. The County <br />will review the records and disapprove any expenses or <br />payments which are illegal or clearly unreasonable. The <br />County will then return to the Firefighters a portion of the <br />net proceeds which has not been determined but which will <br />leave the County with at .least $5,000.00 in cash or <br />improvements to the fairgrounds according to Resolution No. <br />86-101. <br />Upon execution of the contract by the County and the <br />Firefighters, the application for a fair permit will be <br />submitted to the State, along with a required affidavit <br />attesting to the -identity of the entity with whom the County <br />has^a contract. <br />Also attached for the Board's perusal is the summary of <br />expenses and proceeds from the 1986 fair submitted by the <br />Firefighters. <br />FEB 3 1987 41 BOCK G �,,E ?30 <br />
